Effect The phantom telepathically reaches into the mind of another creature, offering to make their dreams come true. The target must attempt a DC 40 will save to avoid becoming Slowed 1 by the distraction (Slowed 2 on a critical failure) until the start of the phantom's next turn.

A rumor can become so vivid and so persistent that it comes to life, creating a brainchild-a living illusion that hatches from an intense belief in a remorseless and implacable killer.
